문제가 복잡해 보이지만... 결국 해결책은 예전의 상황과 다름없이,
Windows Server 2016에 KB4019472 업데이트가 실패하는 경우

다음의 폴더를 지우고 재시작한 후 업데이트를 다시 하면 됩니다.
C:\Windows\SoftwareDistribution\Download
(윈도우 업데이트 실패 시 대부분의 문제를 저것으로 해결할 수 있습니다. ^^)
