gacutil.exe 실행 시 "Failure initializing gacutil" 오류 발생

gacutil.exe를 실행해 닷넷 DLL을 GAC에 등록하려 할 때 다음과 같은 식의 오류가 발생한다면?

C:\temp> gacutil.exe /i TestLib.dll
Failure initializing gacutil

gacutil.exe를 .NET 3.5 이하에서 제공하는 것을 .NET 4.0만 설치된 환경에서 실행하는 것인지 확인해 봅니다. (제 경우는 그랬습니다. ^^)
