Visual Studio - 웹 애플리케이션 실행 시 "Unable to connect to web server 'IIS Express'." 오류 발생

오랜만에 열게 된 웹 애플리케이션 프로젝트에서 F5(또는 Ctrl + F5) 키를 눌러 실행을 했는데 다음과 같은 오류가 발생합니다.

Unable to connect to web server 'IIS Express'. 

Process with an Id of ... is not running.
또는,
An error occurred launching IIS Express. Unable to launch the configured Visual Studio Development Web server. Port '...' is in use.

이와 함께 뜬 풍선 알림 글이 이렇고,

IIS Express Notifications

The specified ports is in use

Port '...' is already being used by another application.

Recommendations
1. Try switching to port other than '...' and higher than 1024.
2. Stop the application that is using port '...'

Open log file

"Open log file" 링크를 누르니 다음과 같은 오류 메시지가 포함되어 있습니다.

Failed to register URL "http://localhost:5576/" for site "..." application "/". Error description: The process cannot access the file because it is being used by another process. (0x80070020)

문제는 해당 포트로 점유하고 있는 프로세스가 없다는 점입니다.

C:\Windows\System32> netstat -ano | findstr 5576

C:\Windows\System32>

그러니까, 결국 다음의 원인과 같은 내용이었습니다.

소켓 바인딩 시 "System.Net.Sockets.SocketException: An attempt was made to access a socket in a way forbidden by its access permissions" 오류 발생

따라서, 프로젝트 설정에서 해당 웹 애플리케이션의 포트를 변경하든지, 아니면 excludedportrange에서 해당 포트를 포함하는 영역을 삭제해야 합니다.
