지난번과 오류 코드는 같은데,

이번엔 "excludedportrange" 때문에 발생한 문제입니다. 따라서 해당 포트 범위를 확인 후,

"Administered port exclusions"이 아닌 포트 범위 항목을 삭제하는 방법

ASP.NET 프로젝트의 사용 포트를 excludedportrange가 점유한 이외의 값으로 사용하도록 변경하면 됩니다.
